The Amelia National Community Development District board is set to consider acquiring $4.7 million in stormwater and utility infrastructure Monday from the community's developer.
The board meets at 11:30 a.m. Oct. 26 at 95211 Clubhouse Road in Fernandina Beach. The acquisition of Phase One-C Segment 4 and One-D Segment 2A improvements was deferred from the Sept. 28 meeting after district engineer Joseph Schofield said he needed more time to review as-built documents before recommending conveyance.
According to the agenda packet, the improvements total $4,728,854.31. The stormwater management facilities account for $3,354,916.87. Utilities make up the remaining $1,373,937.44. Amelia National Enterprise LLC, the developer, built the improvements under a contract with W. Gardner LLC dated April 9, 2024.
The deal would transfer conservation tracts, stormwater management facilities and drainage easements to the district, which would pay from bond proceeds. The packet includes an unsigned affidavit form stating that no money is owed to contractors or subcontractors for the completed work.
At the Sept. 28 meeting, Schofield told the board he had walked the property and said permits looked complete, but he wanted to review the as-builts before making a conveyance recommendation. Mike Veazey, representing the developer, said the geotechnical report for the Wild Cherry area was being finalized and he would provide as-built reports to Schofield.
The packet does not establish whether that review has since been completed.
Board members also discussed who owns the curbs and gutters. Veazey said the engineer's report shows they belong to the district. Kelly White, listed in the minutes as an ICI representative, disagreed, stating the district does not own curbs and gutters.
The Oct. 26 agenda also includes discussion of field management, a mowing agreement between the Property Owners Association (POA) and the CDD, a pond maintenance update from Supervisor Fred Phelleps and ratification of payment authorizations 342 through 349.
At the Sept. 28 meeting, Supervisor Ron Hebron said he wanted new bids to replace Leland Management, the district's field manager, because the company was not meeting expectations. District manager Venessa Ripoll said she would add the topic to the Oct. 26 agenda.
The board approved its fiscal year 2026-27 budget with no increase in assessments at its Aug. 10 meeting. At the Sept. 28 meeting, it voted to end the front-entrance landscape agreement with Victory Lawn & Landscape as of Dec. 31, 2026, and approved a reserve study with FCS.
